Mr. Newton is a recognized leader in airport financial strategy, with over 26 years of experience delivering high-value solutions to clients across the aviation sector. His expertise spans airline agreement negotiations, rate-setting models, tenant affairs, capital improvement planning, FAA Benefit-Cost Analyses, and both Passenger Facility Charge (PFC) and Customer Facility Charge (CFC) program development. He also specializes in strategic initiatives for Fixed Base Operators, rental car concession planning, and RFP/SOQ program design. Mr. Newton has been instrumental in securing nearly $1.4 billion in airport bond financing and managing PFC applications exceeding $1.6 billion in approvals—demonstrating a proven track record of guiding complex financial efforts and maximizing client outcomes.

Senior Consultant/Accountant, 2014 to Present
Mr. Woods is a seasoned airport finance expert with 25 years of experience in governmental accounting, financial systems implementation, and strategic performance management. As Finance Manager at Charlotte Douglas International Airport (CLT), he led core accounting operations—including audits, general ledger, cost accounting, and asset management—ensuring full compliance with city financial policies. His work strengthened key external partnerships, optimized revenue-sharing strategies with airlines, and supported major bond feasibility studies and budget planning. At Newton & Associates, Mr. Woods continues to deliver high-level financial insight to CLT through the development of rate models, cost allocations, and fiscal year-end support. He played a pivotal role in deploying “Prop Works” for lease and revenue contract management and led the successful transition from GEAC to Munis, streamlining enterprise financial operations across airport systems

Ms. Zufall is a seasoned aviation consultant with over 27 years of experience in airport financial and management strategy. Her expertise includes feasibility studies, airline rate and charge modeling, concessions planning, and the development of strategic agreements and procurement programs. She plays a pivotal role in assisting Newton & Associates’ clients with Passenger Facility Charge (PFC) programs, Airline Use Agreements, and a range of high-value financial projects. Since joining NAI, Ms. Zufall has contributed to the issuance of over $850 million in Airport Revenue Bonds—including more than $60 million in Special Facility Bonds—while conducting in-depth socio-economic analyses for air service area evaluations. She has prepared 28 PFC applications across 11 airports, co-authored financial chapters in six Master Plan Updates, supported financial reviews at more than a dozen airports, and led concessions development efforts at eight airports, reflecting her broad impact and deep industry knowledge.
